Product Producers Register and packaging reporting

 

We advise businesses on registration in the Packaging Section of the Product Producers Register (RPP) and on reporting information about packaging placed on the market 🌍. We can help with the administrative process, preparing the data and submitting it to the relevant authorities.
 

Which businesses should review their obligations?

Obligations may apply, among other cases, to businesses that:

  • Package products for placing on the market.
  • Import or acquire packaged products in other countries for sale in Spain 🌍.
  • Sell packaged products under a retailer’s own brand.
  • Commission another company to package products that they place on the market ♻️.

Identifying the producer responsible depends on the circumstances of each transaction and the applicable legislation. We review each case and advise businesses on the obligations they need to meet.
 

Extended producer responsibility (EPR) for packaging

 

We help businesses understand and manage their extended producer responsibility (EPR) obligations for packaging, including participation in a collective extended producer responsibility scheme (SCRAP), where applicable ♻️.
 

Excise tax on non-reusable plastic packaging

 

The excise tax on non-reusable plastic packaging may affect businesses that use this type of packaging in Spain 🇪🇸. We advise on how it applies and review the technical information and supporting documentation needed to help each business determine how the tax affects its products.

The taxable base is calculated according to the amount of non-recycled plastic. The amount of recycled plastic contained in the products must be substantiated in accordance with the legislation ♻️.
 

Packaging design and labelling review

 

We assess the packaging placed on the market, including its design, labelling and technical documentation. Following our review, we prepare a report on its current status and recommend improvement measures where necessary.
 

Packaging ecodesign and sustainability

 

Regulation (EU) 2025/40 on packaging and packaging waste has applied since 12 August 2026. At SUN REPACK, we help businesses assess how the legislation affects their packaging design 🌱.

We also work with specialist technology centres to explore alternatives that help reduce environmental impact and promote the circular use of materials 🌍.
